In 1996 graduated from Military Academy of Engineering and Space named after A.F.Mozhaisky with speciality «Systems of aircraft management».
In 1996-2007 served in Armed Forces of the Russian Federation, reserve lieutenant colonel, Head of the Research Department of the 4 Central Scientific-Research Institute of the Ministry of Defense of Russia. Author of more than 40 scientific papers.
In 2007-2009 – analyst, then Head of the Analytical Department of company «M2M telematics».
In 2009-2013 – top manager of the group of companies «M2M telematics».
Since April 26, 2013 General Director of LLC «Research Institute of Applied Telematics».
Married, has two children.

«Complex Approach to the Creation of Intelligent Transport Systems (ITS)»
Creation and integration intelligent transport systems (ITS) based on GLONASS is the most important and vital for Russia. It’ll allow, first, to reach a totally new level of information technologies development, and, second, provide innovation development of transport and industry.
The most important aspects of ITS integration are:
  1. Social – major improvements in safety and comfort of transport.
  2. Economic – optimization of traffic flows, improving the quality of cargo and passengers carriages, and, consequently, reduce delivery times and costs.
  3. Political – development of ITS based on GLONASS as a tool to enhance the competitive advantages of Russia on the world market. This will allow to enter the world transport and logistics processes and take rightful place in the organization of international transport corridors.
The most important conditions of integration of ITS based on GLONASS should be a complex approach to the creation of ITS elements and various other automated systems in transport sector, as well as harmonization of foreign and domestic regulatory framework and electronic equipment.
Priority tasks:
  • development and approval the national architecture of ITS
  • formation of requirements for ITS technological equipment
  • organization of industrial production of ITS technological equipment and regulation of its manufacture, testing, installation, maintenance and repair
Solving these problems will certainly require coordinated work of many ministries and departments, research organizations and businesses.
