Head of Timing Laboratory at the Russian Institute
Bogdanov Peter Petrovich is the Head of Timing Laboratory at the Russian Institute of Radionavigation and Time dealing in common time systems and synchronization systems. In 1968 he graduated from Leningrad Institute of Electrical Engineering and in 1984 received the candidate of science degree in general engineering.
In 1996 P.P.Bogdanov was awarded State Prize of the Russian Federation in science and technology. In 2010 he was awarded a diploma of "GLONASS/GNSS-Forum" Association for his contribution to the GLONASS development.

GPS, GLONASS, Galileo and other operational and emerging Global Navigation Satellite Systems (GNSS) provide high-accuracy determination of position, velocity and time for land, marine, air and other kinds of users.
To achieve this, time scales (TS) of all Space Vehicles (SV) are synchronized relative to System Time Scale (STS) and STS is synchronized to the Reference Time Scale (RTS).
That’s why STS coordination is necessary for interoperability of different GNSS, in other words, to provide users with positioning and timing services by signals from SV of different GNSS.
Now interoperability of different GNSS in terms of their STS synchronization is provided by corrections for their mutual offset broadcast in navigational signals.
The paper presents possible ways to improve the accuracy of broadcast by GLONASS SVs information on time offset between GLONASS and other GNSS.
