«Agro-Industrial Complex Management with the Use of Global Navigation Satellite System»
Agricultural sector is an economic entity at any level of management, operating all over the year. In order to increase the efficiency of agricultural sector it may be recommended to introduce single technological process in the near real time mode.  For this purpose it is necessary to introduce the monitoring of motor transport and agricultural machinery and monitoring of losses as a single technological process, and the management and training in new competencies for managing single technological process.
In a real environment, motor transport and agricultural machinery interact. In the current  programs the movements of motor transport and agricultural machinery are modeled separately. Modeling should be performed on the optimal set of schedules on a single simulated space,  as soon as  only time allows to order work.
The location of moving objects is characterized by deviations (violations  from  the schedule and losses from these violations) which appear in parallel in space and time.    Up to this date there was no tool for monitoring cause-and-effect link between decrease of quality and increase of losses in single technological process.
It is recommended to monitor the quality of execution  of schedules and losses connected with  decrease  of   quality of execution  of schedules in discrete moments.    For this purpose it is recommended to connect the  navigation data  with automated method of decision-making and to simulate losses.  Monitoring of losses is required for operational decision-making.
The necessary conditions for management of the single technological process are the follow-ing: control of untimely and incomplete execution of schedules, control  of worsening of  resources and goods, control of reserve of  management, the condition of the driver, the presence of technolo-gy of management. And if the simulated losses  from the reduction in the quality exceeds the per-missible value, the program should find a solution for the neutralization of these losses. With the help of management technology  the neutralization of losses is executed.
From learning on simple models, it is necessery to shift to  the modernization and development of new courses and training based on use of algorithms of decision making based on the use of naviga-tion data at all levels of education.  In other words, you need to switch from «learning management of motion the tail of the elephant to training in management of motion of the whole elephant».
